Criminal Gangs
With law enforcement in Lotebirma practically nonexistent, three criminal gangs have taken it over. These gangs commit crimes all throughout the large town. Worse, they promote bigotry against those they deem inferior based on species. They are firm believers that those that fall into the categories of inferiority don't deserve to be treated equally.
The gangs' beliefs have practically become law in Lotebirma. The majority of the citizens have been manipulated into following their ways. Some were already bigoted to begin with, but the gangs caused it to spread like wildfire. This makes the town a miserable place for those the gangs hate and demoralize.
Assault, robbery, harassment, and disorderly conduct are the main crimes committed by the three gangs. This makes Lotebirma a place waiting for chaos to erupt.
Here are descriptions of the three gangs:
Spot Mob Logo
The Spot Mob is a gang that has a particular distaste for weaklings and commoners. Their name is actually an acronym.

Mob
Superior and power represent their belief in deserved power for certain species they deem better than others. Overseeing shows their tendency to order citizens around to maintain their influence and beliefs. Trouble indicates their willingness to fight against those who disagree with their bigoted ways.
As their name suggests, several of the Spot Mobbers are species that have spots. Not all of them do, but most who do have a higher ranking with others.
Typical Spot Mob Members:
At the very top of the hierarchy of the Spot Mob are the females. Though the men do most of the work, the females often give the orders behind the scenes. Lower ranking men are often mistreated by the women.
The current leader of the Spot Mob is a snow leopard woman named Hilda Awespot. She is known to be the most ruthless woman in all of Lotebirma for her fighting skills, cruelty towards men, enjoyment of humiliating others, and hatred towards weaklings and commoners. Rumor has it she has mutilated dolls of the species she most despises scattered around her hideout.
The Spot Mob's hideout is an abandoned natural history museum far to the west side of Lotebirma. Nobody dares to go there.
Black Manes
The Black Manes are the second criminal gang ruling over Lotebirma. Their hatred is strongest against stubs and slickers, but they also hate weaklings. Their bigoted beliefs are more spirit based than the Spot Mob, believing certain traits are destiny based and inferiors being strong is unnatural and wrong.
The Black Manes do not have a logo, but they do have an appearance code. All Black Manes dress in blue and dye their hair black.

The crimes the Black Manes commit are similar to the ones of the Spot Mob. Like them, they also promote bigotry and discrimination.
At the top of the gang's hierarchy are the wolves. The wolves give most of the orders and have more power than the other gang members. Their leader is a wolf named Howard Fangstrong. He is the strongest and oldest of the gang members. He prefers to use the most underhanded of tactics to get his way and enjoys ordering people around. It is rumored he kills wild rabbits in the parks and keeps their ears and tails as souvenirs.
The Black Mane's hideout is an abandoned indoor zoo located on the eastern edge of Lotebirma.
The Natural Order
The Natural Order is by far the most powerful and influential group ruling over Lotebirma. They claim their belief in species superiority is Maya's will. (Maya is the goddess of life of Mother Earth)
Their group is far more diverse than the other two gangs, but still follow the same thoughts of what makes a species superior to others.
Unlike the other two gangs, the Natural Order does not commit as many violent crimes. Their actions are more focused on promoting bigotry and their beliefs of species superiority. They often do this by parading down streets chanting songs of power and pride, ranting in large public places, and turning a blind eye to crimes committed by species they deem dominant. They always use their claims of their ways being Maya's true wishes to further influence those around them.
Those who are members of the order often where all white, yellow, and light blue. Their signature attire depends on their standing in the group. Those in the highest ranks where the fanciest, most expensive clothes while the lesser members tend to dress in plain T-shirts and jeans.
The symbol of the Natural Order is the liger. The one species they deem as the strongest, rarest, and most beautiful creature in the world. Their logo is an extravagant sideways N that doubles as a Z to signify their leader.
The order's leader is a liger woman known only as Zoya. Very little is known about her as she rarely makes appearances in public, but she is talked about by the members as if she is a messenger of Maya. Some even go so far as to worship her.
Pride and power are what the Natural Order lives for and desires. Their hatred for those they discriminate against is tearing Lotebirma apart more than anything.
